CISERO facilitates the adoption and exploitation of IPCEI-CIS results, enhances collaboration across the community, and fosters a strong community of practice.
IPCEI-CIS is the Important Project of Common European Interest on Next Generation Cloud Infrastructure and Services — one of the EU's largest efforts to secure future digital sovereignty. It brings together 12 EU Member States and more than 110 industrial and research projects to build the foundation of a sustainable cloud-edge continuum. Seven Member States (France, Germany, Hungary, Italy, the Netherlands, Poland, and Spain) jointly notified the project to the European Commission as direct funders, while five further Member States (Belgium, Croatia, Latvia, Luxembourg, and Slovenia) actively support the broader initiative and ecosystem.
CISERO works alongside the 8ra Initiative. Established by the IPCEI-CIS Member States and participating undertakings, 8ra provides the technological vision and governance foundation for open, cross-border cloud and edge services. CISERO drives the exploitation, community-building, and roadmapping that bring IPCEI-CIS results into practice.

What We Do
CISERO's mission is to maximise the impact and visibility of IPCEI-CIS's 110+ projects, support building a pan-European Cloud-Edge-Continuum community, and secure long-term governance and sustainability for Europe's cloud-edge-IoT ecosystem.
How We Do It
CISERO supports IPCEI-CIS projects and the 8ra structure to transform EU policy goals into concrete outputs — through community building, governance facilitation, roadmap development, and dissemination and events. We deliver the tools the community relies on: a collaborative platform, a marketplace of results, an interactive project map, an open-source discovery point, and a growing network of partners — strengthening coordination and accelerating adoption across Europe's cloud-edge ecosystem.
The CISERO Consortium
CISERO is delivered by a consortium of eleven partners, including two affiliated entity, and one associated partner, drawing on expertise from five EU Member States — Germany, Italy, Spain, and France within IPCEI-CIS, and Greece beyond it. The project is coordinated by DLR-PT (German Aerospace Center, Project Management Agency).
The consortium partners include IDC Italia (Italy), Innovalia (Spain), Institut Mines-Télécom (France), together with its affiliated entity TeraLab, Open Nebula (Spain), Trust-IT Services (Italy), together with its affiliated entity COMMpla, the University of Piraeus Research Center (Greece), VDI Technologiezentrum GmbH (Germany) and Inria as a contributor. Together, the consortium provides a pan-European, multidisciplinary foundation for CISERO, ensuring a neutral, independent, and well-connected service for the IPCEI-CIS community.
